They only way according to the NFL rules that a Penalty declined can be overturned, is only when a call is overturned by a review/Challenge. Which this was NOT the case. Therefor illegal. When Siriani Declined, Play moves forward as never happened. Cannot be accepted after.

It was explained last night that the only time it happens is when the refs assumes a team will decline the penalty and does not ask the team. That did not happen last night, the Eagles declined the penalty and then when the Rams decided to go for it, changed their mind, but it should not have been allowed. The Refs blew it and you were here that from the NFL IMO.
 
The argument I heard was the refs assumed that the Eagles were taking the penalty without actual confirmation.
The Eagles wanted the penalty and the were awarded it.
The problem with this is still ref incompetence to a degree. It isn’t their penalty to decline so why assume?

Not how it went down. Eagles declined and then saw we were going for it and then accepted. Cant do that and shouldnt have been allowed.... same with the challenge flag, play was run, cant challenge it at that point....
