About Rev Tuttle, remember they said he died accidentally in the hospital but Rust thinks he was killed after he found the video tape. However, yes, they didn't get everyone but like Marty said "We didn't get them all. And we aren't going to get them all. But we got ours." Then Rust has his final revelation after they're talking about the dark to light comparison metaphor in the night sky with the stars, that the light is winning because before the stars there was only dark. Which further shows Rust evolution as a character after everything he's been through.
