I wonder who's gonna get the most bang for their buck; Cleveland or the Rams? I suspect it won't be Cleveland. Though I suspect Green Bay might win that catagory.

I’ve often thought there should be a cap on any 1 player rating more than x% of total cap to hinder teams from sinking too much $$$ into one player. Just never settled on what x% should be (15%, 20%, etc).
